Whither a la carte icons

Anyhow, I seriously doubt that LJ doesn't do any research on what features users want. However, LJ is a black box to users, and thus we have no idea what the results of their research tell them, or where their development priorities are (although changelog seems to suggest "the Cyrillic Services sector" as the answer).
It is curious, though, that having announced they were going to have a la carte userpics/icons, that they don't seem to be going forward with that at all. Is it that it's so technically complex? Or that it would be in fact, a losing business proposition? Whatever the reason, I think it's produced a bit of ill will, more so than if LJ had simply said they were considering it, or remained noncommittal.
In other news, have hit the 1/3 mark on the mini-book about Sanada Yukimura.
