Eh... then why not make them go through an app process? But I don't think most comm owners do care about a "reasonable commitment to the comms," (and also, I'm not sure if someone who uses an openID account can be said to be uncommitted. In some ways, you could say that someone who uses an account linked to major RL info, like Facebook, is making a greater commitment) so I don't think this is a reason for not allowing it period.
